We’re pleased to share construction updates on the ongoing water quality improvement project in the Oxford Crossing Community. This Submerged Gravel Stormwater Management System (SGSMS) project replaces the existing stormwater management facility. An SGSMS improves water quality by capturing, managing, and treating stormwater runoff. Below are key details about our progress and what to expect next.
Current Construction Activities
Traffic Management:
- Signage remains in place to navigate sidewalk closures on the west side of Connecticut Avenue.
- Pedestrians should continue using existing crosswalks at Bel Pre Road and South Leisure World Boulevard.
- Temporary lane closures will continue during work hours to improve safety.
Erosion and Sediment Control:
- Gravel access roads and truck mats remain in place to limit erosion from construction vehicles.
- Sandbags and erosion sediment filter logs are still in use to capture debris from stormwater runoff. After construction, they will be removed and replaced with plant material for stabilization.
- Pumps have been installed to help manage water flow and maintain a dry work area.
What’s Happening Now
Unexpected Utility Discovery
During excavation in late February, our team came across an unidentified utility line that had not been previously mapped.
- In well-developed urban and suburban areas, it’s not unusual to find older utilities due to past upgrades and changes over time.
- To ensure proper handling, we have temporarily paused work to consult with the utility owner and determine the best course of action.
- Our team is actively working with the utility owner to find a solution. We anticipate a resolution in early March so that construction can continue smoothly.

Response to the February Rain Event
- During heavy rainfall in late February, a community member alerted us that the basin was not draining correctly.
- Our team quickly identified that one of our pumps was over capacity and acted immediately to pump down the excess water.
- The issue has been fully resolved—thank you for your vigilance and engagement with our project team.
